I think because this is more of a style rather then anything real, there really isn't anything set in stone on "how" to do it. It's largely interpretation and style choice. But, "chibis" generally to me are like baby or child versions of the real thing. Like others have said, think chubby and small....

Are you looking for drawing, coloring....? Or everything. My best suggestion is just working from life or photos and trying it out. Tutorials will help, but practice will get you there.

References can make a LOT of difference. Gives you a guide on what you should be doing, and how it should look. Rather then how you think it should look. :) I am guilty of, this is how I think it should look... D:

I have CS2, so on that, there is a drop down box under....other dynamics, opacity jitter. Don't mess with the actual number, I just change the drop down to pen pressure. The size jitter one too, I often use pen pressure option on it. You can adjust the jitter on it to make it smaller or larger at th...

Are you using a tablet or a mouse? Are you using hard or "soft" brushes? If you are using a tablet, do you have the pen pressure sensitive feature on? There are so many things that can play in. Sometimes making your brush more transparent so you can layer will help, but generally pressure ...
